As Pattali Makkal Katchi (PMK) has come out of UPA, Dr Anbumani Ramadoss, the former union health minister, is busy planning his party’s electoral strategy. He tells TSI’s N Asokan, that he remained truly a 'health conscious' minister.

In every parliamentary election, PMK has a new political ally. Why?

All political parties have to answer this. All parties have switched alliances. Why are you singling us out? For us situational demands prompt this move. And we have to follow our cadres’ feelings. DMK sent us out of the alliance last year. We had a severe war of words with them. We conducted a poll inside the party and decided to move towards AIADMK. You may accuse us of opportunism, I would say taking a decision on the basis of party cadres’ feelings is not opportunism.

On Sri Lanka, PMK leader and your father, Dr.Ramadoss, said that DMK should have come out of UPA to exert more pressure on government. Why did'nt you resign earlier?

We did whatever we could on the Lankan crisis from sinde the government. But if my resignation alone could have stopped the war in Lanka, I would have been the first person to quit. If the 40 MPs from Tamil Nadu had resigned, there is chance it would helped the cause of Tamils.

Post polls, would you support the Congress?

I will not say anything about this. It will be decided by our alliance partners.

You are not contesting Lok Sabha.

I have still one-and-a-half-years left in the Rajya Sabha. In this election, the DMK has planned to ensure that even if AIADMK wins, PMK should not. They are very angry. So I have to visit all constituencies to do more grass root level election work.

How do you rate actor Vijaykant? He is coming up very strongly. In the last assembly elections he won in a constituency considered PMK's fort and his party secured 8% votes in Tamil Nadu.

Unlike Chiranjeevi or others, Vijayakant does not have a vote bank of his own. He gets votes which are opposed to DMK and AIADMK. This time he will get half of the votes he polled last time.

In hindsight, could you have avoided the AIIMS controversy?

No. If I get a chance, I will do it again because I could not do it well. The AIIMS issue is not between me and Dr.Venugopal, as created by media. The real issue is social justice. The agitation by AIIMS students against reservation was given full media coverage for 18 days. Do you know how many agitationists there were? Just 15. But it was shown as if all of India was against reservations. Delhi media saw me as a OBC, not a minister. Venugopal is an anti-reservationist.. So he was made out to be a hero and I a villain.

Your stint as Health Minister?

Prime Minister Manmohan Singh himself said that what did not happen in the last 40 years has happened in the last four years. In particular, I can mention the National Rural Health Mission (NRHM). It got global recognition. Before NRHM, in Bihar, at a Primary Health Center, the monthly patient attendance was 40. But today it is 4000!

US President's tour to Europe signals policy shifts

Everywhere he went from London to Istanbul, Barack Obama was greeted by a reception befitting a rock star. The eight-day European tour of Barack Obama, his first major foreign visit after taking charge as US President, was a litmus test to prove his diplomatic abilities.

At the G-20 summit in London, Obama tried his level best to push through his American rescue plans, but faced stiff resistance from France and Germany. They were opposed to the idea that additional money pumped in the market alone will rejuvenate the global economy: for that to happen, stringent regulations and control over monetary institutions is required. And Obama showed flexibility in his discussions.

“America like every other nation has made mistakes and has its flaws,” Obama said in one of his speeches. He was just informing the world that America’s foreign policy is now different from the Bush era. This pragmatism is not without reason. At the 60th anniversary summit of NATO (North Atlantic Treaty Organization), member countries remained unenthusiastic about Obama’s ‘AfPak’ strategy and his plan s to fill Afghanistan with more NATO soldiers. They offered only 5,000 extra troops. A change in the U.S. policy was also visible when Obama said that NATO would not expand up to the borders of Russia.

The much awaited visit of the new US President to Turkey was meant to generate a new feeling of closeness to Islamic nations and people. He strongly backed Turkey's attempt to get membership of the EU. When Obama declared that US is not and never will be at war with Islam, he signalled a shift from the Bush era of “crusades”. By offering to talk directly with Iran, Obama is trying to keep away from the ‘axis of evil’ theory. His call for co-operation and dialogue has invoked a friendly, but guarded response from Tehran.

Amr Hamzawy, Senior Associate, Middle East Centre at Carnegie Endowment for International Peace told TSI that, “Arabs were responding to tangible alteration, not to prose, and are expected to relapse to the old antagonism if not Obama’s words are backed by tangible action in the Middle East.” Rhetoric, apart, the historic challenge for Obama is to change the American image of Big Uncle Sam - difficult as that task might appear at the moment, Obama should be credited with atleast trying.

SILVER LINING HARD TO FIND, BUT THERE

Moldova is a physically beautiful country, with rolling hills and a lot of lush countryside. Even the capital, Chisinau, feels more like a big village than a major metropolis. It's a nice place to spend a few days before exploring the rest of the country. The first thing that strikes you about Moldova is how it has yet to shake its Soviet past. The buildings, the roads, and even the people, retain a Soviet sullenness. Moldovans, I think suffer from an identity crisis. They are neither Russian nor Romanian, but somewhere in between. Only now, in fact, 18 years after the break-up of the Soviet Union are Moldovans rediscovering their own culture. It's no coincidence that Moldova is, statistically, the least happy country in the world. Still, Moldovans are warm people, and welcoming to visitors. I had a hard time, in fact, convincing Moldovans that I was voluntarily visiting their nation. They get relatively few foreign visitors, and that is one of its appeals. It is in fact one of Moldova's charms that it is not a popular tourist destination. A traveller there is much more likely to have an "authentic" experience than the one who is, say, visiting the Taj Mahal. You won't be constantly bumping into other tourists.

And, then there is the wine. Moldovans are very proud of their wine. Many people there maintain a small vineyard in their own backyard so they have an endless supply of homemade wine! Opinions vary on how good Moldovan wine is compared to, say, French (or Indian!) wine. Try it for yourself!

The major challenge that the next president will have to face is the economy of the nation

The decision by former Iranian president Mohammad Khatami not to seek the presidency again has revealed how muddled Iranian presidential politics now is. In trying to sort out this mess, the most important thing to keep in mind is not so much who will be elected, but what that choice will reveal about the intentions of the country’s Supreme Leader, Ayatollah Ali Khamenei.

Unfortunately, the most likely outcome will be continuing transformation of the Islamic Republic from a civil government into a garrison state, in which the military plays a major role in determining political and economic matters.

Who will actually win the vote is unpredictable, but not because Iran is democratic. Ayatollah Khamenei, who is also the commander-in-chief of the armed forces, oversees the agencies that will run the election: the Guardian Council and the Ministry of Interior, which supervise the electoral process, and the Basij militia and Revolutionary Guard (IRGC), which unofficially controls the ballot boxes and the vote-counting process.

Recent surveys show that the increasing unpopularity of the current President, Mahmoud Ahmadinejad, stems primarily from his economic policies. Although oil prices reached an all-time high in 2008, unemployment and inflation (now 31 per cent) are out of control and the government is facing a $44 billion budget deficit. The public sector accounts for roughly 80 per cent of the economy, and relies mostly on now-plummeting oil revenue, while Iranian banks face a credit crisis, with Mahmoud Bahmani, the governor of the Iran Central Bank, estimating total delinquent payments to be $38 billion.

But Ahmadinejad’s unpopularity does not necessarily weaken his chances of being re-elected. A few months before the election, neither of the two main political forces, conservatives and reformists, has settled on its own candidate. Among the reformists now in the race, Mehdi Karrobi, the former speaker of the Majlis (Parliament) is a declared reformist candidate.

Mir Hossein Moussavi, a former prime minister, and Abdullah Nouri, a former interior minister, are also expected to enter the race.

Influential CPI(M) MP Nilotpal Basu predicts a Third Front government after the General Elections. In an interview with TSI’s Pramod Kumar, Basu says that traditional allies of the Congress and BJP are moving away from their formations.

The Left has supported the BJD in Orissa to save the Naveen Patnaik government. Is it a step towards formation of a Third Front?

In every election, some critical things happen. The support to BJD is of the same nature. One can say, it is the beginning of the Third Front, the only viable alternative to a non-Congress, non-BJP dispensation. Earlier when we gave a call for Third Front, people took us lightly. Now they know better. The reason is that the Left has always raised issues of the common people. Common people are now recognising the doctrine of Left. The Left was always confident of the Third Front and I am sure that looks like the next viable alternative, a non-Congress, non-BJP front in which the Left will have a very important role to play.

The allies of NDA and Congress are distancing themselves from their respective formatios. How do you view this phenomenon?

It is true that both the NDA and Congress have their traditional allies. But their allies have now realized ground realities. The economic policies of both the NDA and Congress are more or less responsible for the state of affairs. Both the NDA and Congress are following the decade-old global economic policies which are not working, so it is natural for allies to distance themselves from big parties like the Congress and BJP.

The case of BJD could be considered differently, perhaps?

BJD has its own policies and they have to face elections independently. The main cause for the breakup between the two allies, I think, is the Kandhmal incident when the BJP supported Hindu organisations which were targeting Christians. But the reality is different now. People are agitated against the economic policies which have created inequality and unemployment.

After the terror attack on the Sri Lankan cricket team at Lahore, it had seemed that the most awaited cricket show would not happen, but hectic political lobbying has saved it, say Satish Chapparike and Sharad Gupta

That cricket lovers will not miss the second edition of Indian Premier League, the sexiest cricket tourney in the world, is a miracle of a multi-party democracy. Because despite the initial shock after the Lahore attack, and Indian Home Minister ruling out the simultaneous holding of the general elections and IPL, it seems back on track. And the real story is realpolitik, almost at a Chanakyan level!

When P Chidambaram first expressed his concern over security issues, cricket lovers across the world almost went into mourning. No doubt, the attack raised questions of the safety of international players in the subcontinent. In fact, Lahore cast its shadow on all major cricketing events in the subcontinent, including the 2011 world cup. In this scenario, general elections and IPL together looked like a deadly cocktail for Chidambaram and Ministry of Home Affairs (MHA).

Talking to TSI, Congress MP and BCCI vice president Rajeev Shukla said: “The concern of the Home Minister was genuine. The motivation was not political; it was an honest security scare. Providing security for the elections and IPL at the same time is an impossible task.”

But the speed with which Chidambaram slipped away from his initial statement shows how it is politics that settled IPL issues. First, he said on the day of the attack, March 3, “It’s impossible to held both general election and IPL together. IPL has to be postponed.” By March 9, he was singing a different song: “Cricket in India is completely safe.” He suggested rescheduling as the solution.

And this is what happened within those seven days. Immediately after Chidambaram's first statement, the states under Congress rule, or under the rule of UPA allies, echoed: "it’s impossible to give security to IPL matches". Six out of the eight states with IPL fixtures said 'no' to IPL during the elections. Immediately, the states under Bharatiya Janata Party or NDA rule jumped in and said they would take over the burden. The saffron brigade’s master strategist and a brainy cricket administrator Arun Jaitley played his cards very well. So, the IPL split between two major political parties. For both the camps, it was a prestige issue.

Besides, after Congress and BJP, there is also an internal 'Third Front' in IPL: that of franchise owners, sponsors and official broadcasters. They too – all power brokers in their own rights – pitched in to safeguard their business interests.

IPL Chairman and Commissioner Lalit Modi and company caught hold of International Cricket Council’s next chief and Nationalist Congress Party leader Sharad Pawar. Modi is a Pawar confidant. He knows how to nurture stakes. At this moment, Pawar is eying two hot seats: ICC presidentship and the premiership of India… Pawar wants both at the same time. investigating agencies are increasingly facing flak for using hi-tech but unproven newfangled interrogation methods, say Shashi Sampalli, BS NarayanaSwamy and K Divyadarshini

forensic scientist, two criminal cases, one single method, but one result is acceptable and the other is not. Sounds like an irritating riddle, but that is the sad realpolitik hounding Dr Malini, the sacked scientist from Bangalore Forensic Laboratory (BFSL). Six years ago, she had used the narco-analysis method to pin down stamp-paper scam kingpin Abdul Karim Telgi, but the Central Bureau of Investigation pooh-poohed her findings. But last year, when she used the same method to implicate three house helps as murderers of 14-year-old Delhi girl Aarushi Talwar, CBI found it acceptable.

More intriguingly, when the CBI placed the argument that the house helps were indeed Aarushi’s murderers, the court said there was no substantial evidence. So then, what good are the newfangled investigation methods like narco-analysis, brain mapping and Brain Electrical Oscillation Signature (BEOS)?

Though Telgi was the first one in the country to undergo brain mapping, subsequently it has been used in many other cases of heinous crimes. In some of them, criminals have been busted, and often information obtained using such tests has led to planned crimes being foiled. And yet, questions are still being asked. Issues of human and Constitutional rights were raised when Telgi was subjected to brain mapping in 2003. Most recently, when the Pune sessions Judge pronounced Aditi Sharma, MBA student from J&K, guilty of murdering her fiancé in April 2007, on the basis of BEOS tests, there was again a major uproar. International journals like New Scientist commented on the use of methods that have not been scientifically authenticated.

What do you say about a place that has been visited by several (at least in my vicinity) but no one has been able to give an account of in many words. Well, either they were awestruck and therefore speechless, or the experience wasn’t portentous enough to have been remembered for over a day; or the third possibility, they disliked it so much that they didn’t want to remember missing a day of their lives on such a destination!

For few of my acquaintances, Bharatpur Bird Sanctuary lay in the second category but for the rest, and for me, the experience and the scenery was definitely not one to be remembered just for a couple of days. It is an experience that will be etched in a pleasant corner of memory. And, why not? It was like reliving a typical day of summer vacations during school days. As soon as we entered the sanctuary, there was an option of hiring a rickshaw for the trip inside the wetland or riding a bicycle on the pakka lanes. We didn’t take a minute to decide and set off on our bikes. As we kept moving further inside the wetland, the cacophony of the bustling city outside the park dwindled, slowly replaced by that of birds flocking around trees and wading in the water. The rest was just the noise of silence which was much needed for the migratory birds from Siberia and Central Asia to spend their winters here in search of food and water. While earlier, the town used to be flooded during the monsoon which led to the making of the Ajan Dam; now, the same dam poses problems of scarcity of water in the sanctuary. Human population has multiplied and so has the requirement of water. Preferring human needs over the need to preserve the wetland has resulted in a decline in the number and variety of birds that migrate to Bharatpur. Though there weren’t any cranes this year too, the pelicans, geese, ducks, eagles, hawks, shanks, stints, wagtails, warblers, wheatears, flycatchers, buntings, larks and pipits kept the bird watchers delighted.

While there’s no end to sitting quietly and watching the birds at play through the binoculars or cycling around carelessly in the lanes alongside marshy waters inhabited with birds, there is more worth exploring in Bharatpur city. From the Bharatpur Government Museum, that gives a glimpse of the past royal splendour of the city, to the Bharatpur Palace that displays marvelous structural blend of Mughal and Rajput architecture... and the Lohagarh fort, there are tales aplenty that this ‘eastern gateway to Rajasthan’ narrates to its visitors…

Fundamental Lie & Truth

Rhetoric apart, what is the most fundamental lie that has been repeated more than a 100 times? It is the perception and propaganda that Indian governments and successive finance ministers have actually worked since 1947 to improve the lot of the poor. Inclusive growth is not a new age mantra that the Congress and UPA strategists have suddenly discovered; it has been repeated ad nauseum from pulpits and platforms for more than 60 years. The fact is: it is the most fundamental lie that has let government after government get away with empty slogans and zero performance. India had about 250 million people living in dire and desperate poverty in 1947; the number has gone up to more than 350 million after 60-plus years of emphasis on inclusive growth and redistributive justice for the aam aadmi.

And what is the most basic truth that has been repeated more than a 1000 times without the fundamental lie being exposed for what it is? It is the fact that virtually all the money and resources meant for the poor never reach the poor. Repeating facts might appear jaded to the cynic; but it still does not take away the chilling implications for India. Many years ago, the then Prime Minister Rajiv Gandhi lamented that barely 15 paisa out of every Rupee earmarked for anti-poverty and welfare schemes reaches the intended beneficiaries. India has made tremendous strides since then. That is why the son and the Prime Minister in waiting Rahul Gandhi now laments that barely five paisa out of every Rupee meant for the poor actually manages to reach them. When I read about the Maoist takeover of Lalgarh and the “Liberated Zones” that Naxalites have created in states like Orissa, Chhattisgarh, Jharkhand, Bihar, West Bengal and Maharashtra, I sense the power of the most fundamental lie and the most basic truth.

It is the power behind this most fundamental lie and the most basic truth that had prompted me to proclaim Ban The Budget in 2008. And it is this, mixed with a sense of the unique ethos of India that prompts me to appeal to the ever pragmatic Finance Minister Pranab Mukherjee to this year present a Khao Aur Khilao Budget. But let us demolish one more powerful, insidious and oft repeated myth about governance in India before I move on to the concrete suggestions, proposals and solutions that I have to offer.

“It was a truly people’s upsurge”

Subhendu Adhikari, Trinamool Congress MP from Tamluk and son of Union minister of state for Rural Development Sisir Adhikari, talks to Chandrasekhar Bhattacharjee about the people’s revolt against the highhanded policies of the CPI (M). Subhendu defeated CPI (M) heavyweight Laxman Sett in the last Lok Sabha elections What were the challenges you faced in Khejuri?

The CPI (M) men heckled me every time I went there to campaign for my party. They even spat on me, manhandled me and tore my dress. Yet I never contemplated revenge. On the contrary, when the violence broke out our men helped the family members of CPI (M) leaers to reach safe places. We even gave protection to the family of the notorious CPI (M) leader Himangshu Das. Ask his wife and elder brother.

What was the provocation that made you block the entry of five CPI (M) ministers’ into Khejuri?

Allowing them in would have been taking a big risk. Over 12,000 people were out on the streets, recovering firearms and ammunition from CPI (M) party offices. We had earlier told police about the stockpiles, but they remained mute spectators. The recoveries had put the people on edge.

Do you think the people of Nandigram are happy with this development?

It’s not a matter of happiness, but of satisfaction. They are now sure they can sleep well in the days to come, which they have been unable to do since March 14, 2007. The first firearms recovery was made from the house of CPI (M) leader Subrata Kar’s house in Jahanabaad, Khejuri on April 29, 2007. This was a month-and-a-half after the Nandigram massacre. Had police acted at that time there would have been no such people’s upsurge. The police inaction was obviously due to CPI (M) pressure. This upsurge has removed that obstacle. Now even the police can hope to function without fear or favour.

Ruchi Mukherjee, 31, Houston-based correspondent for TV Asia, who also heads her own online multimedia production company, Lights, Camera, Action, has terrible memories of school, marked by “verbal abuse, partiality and extreme lack of patience” on the part of teachers in the upmarket public school that she went to in Lucknow. This unhappy experience and a childhood plagued by sickness saw Mukherjee barely scrape through her Indian School Certificate Examinations with a second division, which represented a rather steep fall from the respectable 70 per cent that she had secured in class 10.

Yet, Mukherjee says that she never doubted her own capacity for success. “I was extremely confident”, she says, “I am glad education could not destroy that confidence despite my teachers making me feel unworthy. They could not look beyond marks and would give opportunities only to students who did well in exams.” Class 6 onwards, Mukherjee began documenting her bitter school experiences, a record that one day fell into her elder sister’s hand. She instantly recognised the writer in Ruchi and encouraged her to make the most of her talent. “My sister was my support system. She encouraged me to write and believe in myself,” says Mukherjee, who began her journalistic journey in Kolkata with a daily newspaper, after completing a course in media studies from the local university before moving to the United States eight years ago.

The journalist, a popular face in the Indo American community in Texas, one whose interests range from books to food and from philanthropy to gender, squeezes in volunteer work with women and child centric organisations, when not chatting up the likes of then UN Under-Secretary General Shashi Tharoor and former Rajya Sabha Speaker Najma Heptullah.

“I am glad my report card could never hamper my self-assurance”, says Mukherjee, whose other great love is travelling with her three-and-a half-year-old daughter. Recently back from a trip to Puerto Rico, she is now planning a holiday in Paris.

“Had I let my marks decide my life, I would have been sitting in a house, cooking, cleaning and being abused,” she laughs, likening the marks scored in an examination to unimportant footnotes that had no bearing on the larger script of her life.

The UPA should address issues affecting poor, India Incorporated and defence services

The UPA’s stunning success in the elections has many implications. There is a great sense of relief in India Inc. that the pace of liberal economic reforms started in 1991 and stalled till 2004, will pick up. What is likely to be the reality as far as economic reforms are concerned? What should be the agenda?

This second UPA government is different from the first where the instincts for liberalisation of the Congress were stymied by the Left. This UPA government has a free hand. First a reality check: The UPA came to power in 2004 chanting the mantra of the aam aadmi against the India Shining campaign of NDA. We can therefore expect a mixture of populist measures or pro-poor measures providing a counter point to every step towards economic liberalisation for the corporate sector.

This is the first government since 1960s to be voted back to power after a five-year term. It therefore, starts with a great sense of confidence and security of tenure. It is not likely to adopt any fast track 100-day agenda. At the same time, the government will have to pay the price of populist measures taken in the past. Given these imperatives the way ahead for the government would be to focus on three areas: issues affecting the poor, issues impacting India Incorporated and defence services.

The National Rural Employment Guarantee Act (NREG) was a historic measure taken by the first UPA government. This was also massively funded. There have been complaints about leakage of funds and ineffective implementation. Plugging the loopholes must be made top priority. The Right to Information Act (RTI) was another significant step taken by the first UPA government to make the administration accountable and improve governance. The bottlenecks in implementing the RTI Act must be removed.

The continuing spate of farmer suicides highlight the fact that Indian agriculture has become an uneconomic proposition. Only large scale farmers can afford modern agricultural practices. The huge gaps in the supply chain and storage between the farm and the market are other weak points in our agriculture, leading to a reduction in productivity.

The best solution is to encourage corporatisation of agriculture and promote linkages between public limited companies and farms.

A tearful Priti, daughter of the deceased, told TSI: “The killers crushed my parents with their feet as they lay in the pool of blood.” Sunil, Sita’s brother too was seriously injured as he intervened. Three daughters and a son of the couple have been left orphans.

Given a rise in such incidents, additional director general of police, law and order, Surendra Singh, asked all SPs to tighten vigil in affected areas.

The water scarcity could lead to other problems not related to water. For instance, several pockets in Bhopal, Indore and Ujjain are communally sensitive and it is difficult to say when scuffles could turn into a full scale sectarian conflagration.

Madhya Pradesh’s urban development minister, Babulal Gaur, told TSI: “To stop such incidents, the government is coming up with a 100-day roadmap that will give priority to undisrupted water supply. We have also arranged for additional water tankers and have beefed up the security in the affected areas through the deployment of home-guard personnel.” Quite a lot to do for getting water.

On the historic doors of the darshani deodi leading to the sanctum sanctorum in front of the Akal Takht, a notice proclaimed in capital letters: UNDER ARMY OCCUPATION. That is exactly what it was. Army authorities took pains to explain how the damage to the central shrine had been avoided. But by then colossal damage had been inflicted at another level - the damage to the Sikh psyche.

Haversacks of the soldiers lay piled up in the two stair cases leading to the first floor of Darbar Sahib. The historic hand written Bir of Guru Granth Sahib on the first floor was covered with a white bloodstained cloth. Placing this Bir in order was a traumatic experience, which continued to give shivers to this writer even several years later.

While coming out of sanctum sanctorum, a senior officer accompanying reporters pointed to the exact place where Sant Jarnail Singh Bhindranwale, the symbol of militancy and the main motivation for Operation Blue Star, had been shot. But that description did not match the briefing by higher authorities earlier. As soon as he realised, the official was quick to make the “correction”.

Contrary to the official claim then made that the body of Bhindranwale was recovered from the basement of the Akal Takht along with that of his associates, Maj. Gen. Shabeg Singh (retd) and Bhai Amrik Singh, he was shot in front of Jhanda Bunga as he came out from the basement. (The Jhanda Bunga is the flag post where twin flags of Darbar Sahib and the Akal Takht are installed, the flag of the Darbar Sahib being the higher one, symbolising the supremacy of the spiritual over the temporal).

The ashes of Bhindranwale, Bhai Amrik Singh and Major General Shabeg Singh were immersed along with 200 others at Kiratpur Sahib on June 14. The government, for unexplained reasons, did not reveal information at that time. Heaps of bodies were loaded in the municipal corporation’s garbage trucks and carried to the cremation ground. No effort was made to identify the bodies.

Your article “Will India now show some spine….” (TSI, June 1–7) is very revealing and time-oriented. In fact, if we look at our history, we will find that this country could never stand up against the outsiders, that resulted in outsiders enjoying a safe and comfortable haven, thus adopting this country and subsequently becoming the master. Even after independence, our political leaders displayed continuous incapability either in internal administration or external affairs. However, now that the UPA has comfortable majority in the Parliament and youth leaders are in the helm of affairs one can expect that these aspects will be properly addressed. It seems, the Sri Lankan government is not paying due importance to the rehabilitation aspect of Tamil people despite the demands from international community. The Indian government should note that by virtue of its size and resources, it has a major role to play in the sub continent and then only it can earn due recognition.

No Cheques, no balances

Rajini, a widow in Chennai, was mistakenly given Rs 22 lakhs from the ABN-AMRO bank account of Ravi, her dead husband. A month later, the bank discovered the error that it had made. It asked Rajini to return the money. But the lady had already spent a significant portion of the amount given to her. She was taken to a police station where they collected the cheque for the unspent amount that was lying with her, Rs 9.98 lakhs. The bank then started harassing her for the remaining amount. Rajini begged that she be given some time to arrange for the repayment.

Knowing that she would be arrested, she moved for anticipatory bail in the Chennai high court with help from some of her relatives. The high court ruled that Rajini should be given some time to repay the remaining amount. But the bank was not ready for this. They instantly filed a case in the lower court under the section 156(3) CrPC and got an order from the magistrate directing the central crime branch to initiate investigation into the matter. One fine morning, the police arrested Rajini from her house in a ‘swift’ move, and put her in jail by the evening. The poor widow had to spend as many as 21 days in prison.

When the high court’s attention was drawn to the case, Justice Reghupathy, who was the judge in the Court concerned, ordered the immediate release of Rajini. He found something rather fishy about the practices that were being resorted to in the magistrates court and asked for details about all the cases related to credit cards and personal finance defaults that were registered in the lower courts. The list that was prepared had a whopping 24,760 cases. It was pretty obvious that matters that should have been treated under the civil law were treated under criminal sections in connivance with subordinate magistrates and the police. The judge realised that the judiciary and police had become the de facto recovery agents of the bankers.

Thanks Mr Chaudhuri for running a detailed report in your magazine (TSI, June 1-7) on completion of 25 years of Operation Blue Star. Definitely wounds are healed to some extent, but still there is simmering discontent in the hearts of Sikhs about the atrocities committed by the police. Prakash Singh Badal in his first tenure promised to set up commission to investigate the causes which led to the start of arms struggle in Punjab. I hope you will look into this and try to investigate behind the insurgence of militancy.

The first world is eyeing the third world for their new found love

Learning from the global food crisis, many countries are adopting alternative ways to make sure that the crisis doesn't become a repetitive saga. The main problem is not just crops but fertile land too. With water table depleting very fast, agricultural land is losing its fertility at same rate. Countries are leaving no stone unturned to save water and keep the land arable.

Last year Spanish government fined all those who were caught watering their plants with €9,000. This incident may seem very discreet but the case is surprisingly not an odd one. Cyprus is buying water from Greece while Australian cities are buying water from their farmers. So more so that even China is planning to redirect Himalayan water and California is planning water-rationing system. Presently, around 10 corporate magnets dominate the global drinking water industry in which French companies have the apple share.

This whole business model of purchasing land to outsource agriculture is not as simple as it seems. Rich countries have started land-grabbing process. Countries like China, Kuwait and Sweden are snapping up vast tracts of agricultural land in third world nations like Africa in veil of outsourcing their agricultural demands, but actually they are eying the vast reserve of water the land carries with itself.

He is the first American President to have so completely won over the Arab street

The late Egyptian president Anwar Sadat had once famously remarked: “If my people would only learn to listen, half of their miseries would be over.” Well, they may not have heeded him – some Arabs even calling him a traitor – but they, and other Muslims, did listen keenly to President Barack Obama in Cairo. And they liked what they heard.

For this was the first time that a US President invoked the name of Palestine every time the ticklish subject came up – even as he upheld the American resolve to combat global terrorism and continue relations with Israel.

Moreover, Obama specifically called for an end to the new Israeli settlements coming up along the West Bank. Drawing parallels between Islam, Christianity and Judaism, he used the word “occupation” to refer to Israel’s presence in lands that rightfully belonged to the Palestinians. Obama dwelt at great length on the 60 years of Palestinian alienation – beginning his account right from 1948 when Israel was carved out of Palestinian territories. The settlements that had been allowed since then – being unlawful infringements of existing pacts – would simply have to end, said Obama. All this came as balm to people in the region who have come to regard everything American with a jaundiced eye.

Of course nobody at this point anticipates a sudden dramatic shift in US foreign policy. But the very fact that Arabs and Muslims endorsed his speech so richly – in madrasas and souks and Turkish hamams – shows what a difference Obama’s advent has made in this troubled land. True there was some left-handed comment too, such as some praising Obama for his “good performance” and “excellent lip service.” But the Arab street had no time for such loose talk, and openly showed its appreciation for the change of tone that Obama’s speech signified.

All said, though, the arrangement is comfortable and cosy: the militants get to hold on to their arms and can hence throw their weight around and get unduly rich while the government of the day, for its part, has a virtual private army, one that will do its bidding, especially during election time. The story is the same in many other regions of the North-east where former militants now rule the roost, often hand in glove with the government. The law, of course, never takes its course in such cases with society’s self-appointed peaceniks taking it upon themselves to speak up for outlaws. “Just because they have killed some people does not mean we should kill them all,” Mamoni Raisom Goswami, writer and Jnanpith Award winner, once told TSI. “Negotiations with militant outfits are routine in any part of the world,” said Khagen Sarma, IGP and spokesperson for the Assam Police.

And even if to grind their own axe, there are those who do speak about what goes on in such ‘ceasefire designated camps’: “Groups such as the National Socialist Council of Nagaland (Isak-Muivah) and in Assam the National Democratic Front of Bodoland are still training new cadre in their camps,” says Hazarika. “That happens because of the government’s double standards.”

And so just how bad is it? Dr Akashitora, for example, lost her father to the ULFA way back in 1991, as he took it upon himself to tell the renegades that “they should fight the system, not men”. Years later, she says, the ULFA issued a statement saying that “the fingers of anyone who opposed us would be cut off”. “And today the world knows that my father was killed at the behest of a man who is still a sitting MLA,” says Akashitora, herself a television hostess, editor, and member of the Assam Public Works, an NGO that has constantly stood up against the ULFA, and has recently filed a PIL in the Supreme case to get the government moving on the foreign nationals’ issue in Assam, something that originally led to the insurgency in Assam. “In the case of my father, nothing has still been done,” says Akashitora. “I feel totally helpless.”

And so the killings continue unabated in Assam and the North-east, as do the surrenders, electoral battles, security operations and all the “causes and reasons” that justify perpetration of violence in a democracy.

Is moving farmers from farming to non-farming sector in huge numbers be viable in India?

Yes, it is a viable option. By now, we should have a strategy to bring down the strength of our population on the farm from the present 60 per cent to about 30 per cent in another 20 years. That’s a large number of people. What’s now happening is corporate land grabbing. I am not advocating that, as it will be very dangerous for the rural economy. Find an alternative livelihood based on agriculture for those 30 per cent people who we are going to move from farm sector.

What happened to National Farmers Policy?

For the last one year, the proposed policy is lying in the Parliament and someone has to pressurise and make it a Bill. The main problem is the lack of a political visionary in this country at this moment.

During my recent visit to Vidarbha, farmers told me they don’t want any package or subsidy, but proper rate for their crops.

“Look after the price and the farmer will look after the production”. That has been my slogan for many years. Unless these two things come together, nothing will happen.

Finally, you always promoted biotechnology. But today, BT cotton is killing farmers in Vidarbha. What’s your stand now on BT?

Like any other scientific invention, bio-technology is a tool. We must have proper regulatory mechanism. We must have a BT Regulatory Authority. Now the Bill is getting ready, and once it is passed, it’s possible to use biotechnology in a responsible manner.

So, I am attending the Energy and Resources Institute climate conference in New Delhi, and during the afternoon session, two young American women – along with one of their mothers – proposition me.

“Hey, Mr. Friedman,” they say, “would you like to take a little spin around New Delhi in our car?”

Oh, I say, I’ve heard that line before. Ah, they say, but you haven’t seen this car before. It’s a plug-in electric car that is also powered by rooftop solar panels – and the two young women, recent Yale grads, had just driven it all over India in a “climate caravan” to highlight the solutions to global warming being developed by Indian companies, communities, campuses and innovators, as well as to inspire others to take action.

They ask me if I want to drive, but I‘ve visions of being stopped by the cops and ending up in a New Delhi jail. Not to worry, they tell me. Indian cops have been stopping them all across India. First, they ask to see drivers’ licenses, then they inquire about how the green car’s solar roof manages to provide 10 per cent of its mileage – and then they try to buy the car. We head off down Panchsheel Marg, one of New Delhi’s main streets. The ladies want to show me something. The US Embassy and the Chinese Embassy are both located on Panchsheel, directly across from each other. They asked me to check out the rooftops of each embassy. What do I notice? Let’s see... The US Embassy’s roof is loaded with antennae and listening gear. The Chinese Embassy’s roof is loaded with... new Chinese-made solar water heaters. You couldn’t make this up.

Could Pakistan’s admission constitute a diplomatic victory for India?

To call it a diplomatic victory will be an excess. Pakistan has for the first time confirmed, what we always knew, that the Mumbai attacks were planned on its soil. We need to be gracious enough to say that Pakistan has accepted. Their response on this has been professional rather than political. The questions they have send back to India are good. Our response too has been professional. We are not merely interested in the Mumbai investigation, but our aim is to get at the roots of terrorism in Pakistan.

What should be India’s response?

I think the moves so far are positive. But several questions need to be asked. What is the connection between the Mumbai attackers and LeT? During his intensive briefing, Rahman Malik said that only non-state actors were involved. What are the links between the terror groups, non-state actors and the ISI? These are questions that India has to ask.

Does it suggest a substantive policy shift in Pakistan?

I would not be able to say at this stage. It is still too early. There is no point in repeating what happened in 2002. I was Indian Ambassador to Washington when the attack on the Indian Parliament took place. There was widespread anger in India. Pakistan responded with a series of measures. It arrested some of the terrorists, froze their bank accounts. Yet, the moment the heat was off, the terrorists were released and their bank accounts restored by Pervez Musharraf’s government. The Pakistani media too has been calling it a tectonic shift, but I would be cautious in passing a judgement at this stage.

The global downturn in the past one year has punctured the economical standing of various economies of the world. After reeling under such financial and economic crisis, expecting any kind of growth in the industrial, manufacturing and financial sectors would be presumptuous. But India is proving to be an exception. A report from the Government of India has officially announced that the GDP of the Indian economy would expectedly grow by 7.1% in the current fiscal in comparison to the 9% growth of the last fiscal. Though the growth is the slowest since 2003-2004, a positive growth is more than acceptable in these trying times. Farming and construction are projected to grow at a moderate 2.6% and 6.5% respectively during 2008-09. On one hand, the manufacturing sector is predicted to come down to half at 4.1%, while on the other hand, financing, insurance, real estate, business services expansion are also expected to post a moderate growth of 8.6%.

VJ visits Kobita and Nik whenever he’s in Kolkata and he genuinely likes Nik. They’re good friends now and Nik had even asked VJ to help him with the surprise he’d planned for Kobita for their first Valentine’s after the wedding. With each passing day though, VJ’s found himself getting drawn towards Kobita. Both Nik and Kobita trusted VJ and thought the world of him and pampered him whenever he visited Kolkata. And on such occasions, VJ would feel guilty and ask himself if he was wrong to feel the way he did about Kobita….

A lot of water has flown under the Howrah bridge since the day VJ first got in touch with his feelings for Kobita. Today, as he sits in his living room on the eve of Valentine’s Day with a plane ticket to Dum Dum in his hand, he thinks: “ If only I had not taken forever before telling Kobita how I feel about her… I don’t know how she feels about me, then or now, but at least I would’ve told her… I know she can only be happiest with me for no one understands her the way I do… and she knows this too… This is why I haven’t told her how I feel… she seems content with her lot in life. He trusts me and treats me like a good friend… I can’t do this to him… I know that if I bare my heart to Kobita, it’ll stir a tempest in her world but… but who would she really be happy with? Who would she be herself with? I love her and I love her more than any man… She’ll be happiest with me… so what if she is married and has a child… and so what if she has a husband who is a nice man and a good father… There’s no magic in their lives, no romance… but sparks fly when Kobita and I meet… we share an indescribable bond. Nik too knows that what we share is special and has told both of us so… then why o why is it wrong for me to want to love her, for me to want to be with her… for us to want to be together. Won’t Nik understand? Won’t the world understand?”

But then, what about the “scruples”? “It’s because of the stigma around sex in our hypocritical society that doesn’t allow introspection of such an association,” offers Maitreyi, 23, working in a media firm and into one such convenient alliance herself. Her FB, a 24-year old marketing manager of a popular club, adds that questioning the grounds of such a relationship can complicate matters, which is just what it is not meant to be.

Another friendly and bold third year psychology student from DU says of her ‘close friend’ for two years now, “We don’t even meet too often. We have our private lives and neither of us interferes in the other’s unless asked. Apart from being busy with other commitments, I don’t want to give him so much importance.” Upon inquiring as to exactly how much importance does such a buddy actually get, she says, “We pick things up from where we’d left them last and would share important and/or interesting incidents in our lives with each other, like good friends. But I won’t go rushing to call him, if I so much as break a fingernail,” showing me her chipped nail.

So what really has to break to make one call him or her? “Frustration", points out another young bank executive, intimately involved with an older woman working for a news channel. He suggests it’s a good way to beat stress. “She doesn’t have to tell me about what's eating her… some good sex and a smoke later, she is back on her power trip.” A whole new meaning to the “what are friends for” rhetoric, I believe…

“Sirish weds Srija” (Chiranjeevi fumes)

Hero: Sirish Bhardwaj, 21, is the scion of a Brahman family of very modest means

Heroine: Srija, 19, was born to a star-studded, filthy rich family, but from the lower, Kapu community

Villain: Chiranjeevi, Telugu film flame and father of Srija

High drama, Arya Samaj Marriage, with the police and media present to save the lives of the young couple… perhaps the most dramatic celebrity wedding of recent times.

Srija and Sirish Bhardwaj had first met some years ago, when she was 15 and he, 18. He was a badminton player and taught her to play as well. And things were more or less going smooth, till two years ago, the couple was caught by Srija’s parents, and she, even while pursuing a course for Chartered Accountancy, was put under “house arrest”.

Devastated, the couple could only cool their heels, as friends suggested, as if they had given up on each other, creating a scenario where all suspicion would evaporate, paving the way for relasing the guard on the girl.

That is just what happened. And on October 17, 2007, she went out, apparently for a walk in the Jubilee Hills. Friends were ready by then, for five days ahead, they had gotten themselves registered at the local Arya Samaj Temple, and informed a handful of friends. So they called in the media, completed the rituals and… vanished. On camera, Srija appealed for their safety. And an appalled family with more than half a dozen stars watched, biting their lips in anger. By then, their wedding pictures were up in websites and blogs. Then they travelled, changing cars several times to avoid being caught, till they reached Delhi and surrendered with Chief Justice MK Sharma and Justice Sanjeev Khanna of Delhi High Court.

Some said this was a conspiracy hatched to embarrass Chiranjeevi, by a Congress leader who even paid for their travel and the hefty legal fees at Delhi. Be that as it may, their love is sterling. Last heard, the father, with a newly launched party recently, has “blessed” the couple.

‘Historians of the future, I believe, will look upon this century not as the atomic age but as the age of Gandhi." - Eknath Easwaran. Every Indian city has a Mahatma Gandhi Road. Almost. But how many actually walk down the road that the Mahatma illuminated through his thoughts and credo? Over generalised and simplified, Gandhi has been reduced to a synonym for non-violence without any attempt at understanding the brushstrokes of thoughts that panned the Gandhian canvas and their nuanced hues that today, more than ever, need to be revisited under new light.

Gandhi’s firm backing of his basic principles – that of ahimsa and satyagraha – were evident in his calling off the non-cooperation movement after an irate and incited mob went on a violent rampage in the small town of Chauri Chaura in Uttar Pradesh, dousing a police station killing 22 policemen on February 4, 1922. The shockwaves of Chauri Chaura sharply divided the protagonists of India’s freedom struggles the moderates and the extremists, most noted among whom was Bhagat Singh – ‘He believed in action which Gandhi did not take up’ says his nephew, Abhey Singh Sandhu (See the story on page on Bhagat Singh) – parted ways.

Dr. Douglas Allen, Professor of Philosophy at the University of Maine who is writing a book on the Mahatma provides an intriguing perspective, ‘Especially relevant and significant today is a greatly misunderstood position from the non-violent Gandhi. Rather insisting on some utopian, absolutist position, Gandhi grants a surprising number of cases in which there are no good non-violent alternatives and violence is necessary. But we should never glorify such violence. The fact that we may need to resort to violence is tragic, should sadden us, and is an indication of human failure.’

Today, Gandhi’s philosophy permeates pop culture in a relatively superficial manner like Raj Kumar Hirani’s "Lage Raho Munnabhai" or tongue-in-cheek Gandhigiri cards. But his message, the unique stamp of which finds an echo in the voice of a Desmond Tutu or a Aung San Suu Kyi (See story on Suu Kyi on page 52) needs to spread more because in a more complex and nuanced world ‘his philosophy may provide all the answers’ as Dr. Allen says, ‘yet Gandhi’s philosophy is remarkably insightful, relevant, and desperately needed.’

It is this raw faith that is worrying to Masihuddin, once teacher to both Mohammed Sajid, the 16-year-old killed at Batla House and Mohammed Saif (23), who was arrested.

He says, "The young are seduced by emotion. But emotion is temporary. The council should have worked best as a pressure group. Open display of political inclination after hijacking a glamorous issue is detrimental. Azamgarh's problem is political. Religious leaders doing bit politics cannot offer solutions. Secular forces have to be part of it."

Mohammed Asad, a lawyer with the Awami Council for Democracy and Peace, a social organisation seeking at the High Court an inquiry into communal riots in the state's eastern districts, says the council is overlooking real issues.

"The High Court has directed that the 75,000 Muslim voters whose names are missing from Azamgarh's electoral rolls submit their forms to the Election Commission. Is this not important? Instead of spending money on the train, would it not have been better to try to get bails for the accused?" he asks.

Alan Clements (AC): When you reflect back over the years, what have been the most important experiences and personal lessons that have had a significant effect on your growth as an individual??

Aung San Suu Kyi (ASK): What I have learned in life is that it’s always your own wrongdoing that causes you the greatest suffering. It is never what other people do to you. My mother instilled in me the principle that wrongdoing never pays, and my own experience has proved that to be true. If you have positive feelings towards other people… they can’t frighten you. I think only when you stop loving other people do you really suffer.

AC: What is the core quality at the center of your movement?

ASK: Inner strength. It’s the spiritual steadiness that comes from the belief that what you are doing is right, even if it doesn’t bring you immediate concrete benefits... and helps to shore up your spiritual powers.

AC: On one level, you speak of genuine reconciliation, but at the same time, are you also speaking to the need of the population to steadily increase their dissatisfaction towards SLORC (the military junta)…?

ASK: It’s not really the need to grow "uncomfortable." Our principal task is to encourage people to question the situation and not just accept everything. Acceptance is not the same as serenity. Some people seem to think they go together… (it) destroys the sense of serenity and inner peace, for you’re in conflict with yourself. AC: Daw Suu, how effective is non-violence in the modern world, and more specifically, with regimes that seem devoid of sensitivity or any sense of conscience? ASK: Non-violence means positive action. You have to work for whatever you want. You don’t just sit there doing nothing and hope to get what you want. I know that it is often the slower way and I understand why our young people feel that non-violence will not work. Especially when the authorities in Burma are prepared to talk to insurgent groups, but not to an organization like the National League for Democracy (NLD) which carries no arms. That makes a lot of people feel that the only way you can get anywhere is by bearing arms. But I cannot encourage that kind of attitude, for if we do, we will be perpetuating a cycle of violence that will never end.

Training bears to dance for entertainment since the 13th century, the Kalandar clan has to now scrounge for alternate source of livelihood. As wildlife rescue and rehabilitation groups help the bears learn life skills to return to the wild, Zaheer Khan from the Kalandar tribe laments unlearning his only skill to earn a living.

“Since the colonial times, our forefathers have been Kalandars. We too earned a decent living through bear and monkey dance performances. But about three to four years back some private organisations started harassing us. They said that we cannot pursue this work unless we have a license. We went to Lucknow to get ourselves registered and obtain licenses for our work. For some time we could peacefully pursue our work, but soon the same social organisations started taking the bears and their cubs away from us. Close to 2500 bears have been taken away from us and for some, we haven’t even been paid any money. We were also promised alternate sources of income by them, but nothing materialised. They took our bears away and gave us false hopes of a government job and opening shops or buying auto rickshaws. At that time whoever refused this bargain, was beaten up by the cops. Some of our old folks were even beaten to death!

The article "The lie in the truth of Satyam" (TSI, Jan 19-25) by Prasoon S Majumdar was thought provoking. In our country, double standards are followed while dealing with perpetrators of crime. It is an open secret that the arms of law can be twisted and manipulated by the powerful and the rich. Had it not been true, then a person who siphoned out money to the tune of millions of rupees in the fodder scam, could not have made it to the topmost position in the Indian Railways.

I suppose you can call that cinematic or ‘artistic’ freedom. But, what comes after the insidious assault on Satyamev Jayate is truly shocking and outrageous. And I am astonished how serious objections have not been raised. Anil Kapoor - shame on his desperation to do a Hollywood movie that even perverts his own faith-asks Jamal a question about what Lord Ram holds in his right hand. The movie then cleverly shifts from the studio to scenes where mobs of Hindus descend from a train, chanting “Kill the Muslims,” and indulge in an orgy of murder even as Jamal and his elder brother run away along with a waif who is subsequently unveiled as Laitka. Twice during this dance of hatred, death and destruction, viewers get a close view of Lord Ram - rather a boy dressed as Lord Ram who stares malevolently at Jamal, his stance conveying violence and his eyes spewing hatred. Now, I have since numerous portraits, ‘photos’, illustrations and sketches of Lord Ram since childhood. Never, ever have I come across a pictorial version that shows the deity as a vengeful God with fearsome eyes. In fact, this Lord Ram looks more like Lord Shiva on the verge of performing the Tandava. From where did Danny Boyle and his team pick up this portrait of Ram? Would he have shown images of a vengeful and hate filled Jesus Christ when racist whites are slaughtering American Indians or black slaves? And what is his clever juxtaposition of images saying??

The world must have guarantees that civilian nuclear reactors will not be used for military purposes, as proposed recently by UK Prime Minister Gordon Brown in his initiative on a global nuclear bargain for our times. The 2010 Non-Proliferation Treaty Review Conference calls for an urgent formulation of priorities. The Preparatory Committee will meet in New York this May, and this is where the necessary decisions should be made. The main expectations are for a reduction of nuclear armaments, a cutback in the number of launch-ready warheads (de-alerting), negotiations on a Fissile Materials Cut-off Treaty, ratification of the Comprehensive Test-Ban Treaty, and other means of strengthening practical implementation of the Non-Proliferation Treaty.

The process of gradual nuclear disarmament must be set in motion on an urgent basis. It will not produce results overnight, but it would give us a sense of direction, a chance to strengthen non-proliferation mechanisms, and an opportunity to establish a global, cooperative non-nuclear security system.

The deadliest threat to global security comes from a qualitatively new wave of nuclear proliferation. The responsibility is shouldered by the powers that hold the largest arsenals. The US and Russian presidents, and leaders of all other nuclear powers, must show statesmanlike wisdom and courage and begin the process of freeing the world from the nuclear menace. But as important as this goal is for international order and security, of equal importance is respect for human rights and the rights of minorities, as well as the establishment, on a global scale, of democracy and the rule of law.

B&E: Where does India stand in the global food processing market? GL: India has been in the global food processing market for long now, but it’s just recently that it has started emerging as a major player in production of fruits and vegetables. However, compared to other countries, India still lags behind when it comes to their processing. B&E: How can India capitalise on its abundant production of fruits and vegetables? GL: India needs new markets, new customers and new suppliers. This can only be possible if Indian manufacturers are aware about what’s actually happening in the global trade. I strongly feel that most of the players in the Indian food processing industry belong to small scale units and they really have no knowledge about the global food processing trade.

B&E: Do you think compared to China Indian food processing industry faces a major problem of funds? GL: No. I think both Indian Government and the Food Processing Ministry have been very proactive in generating foreign funds for the industry. However, the problem is, unlike other Asian nations, these funds have not been employed effectively in India. For instance, many fruit manufacturers still do not have the financial capacity to cultivate high value added fruits.

Understand how your customers’ needs are changing. Customers’ needs and priorities may change in recessionary times. Some customers may continue to buy their preferred brands at premium prices, but others may seek low cost alternatives or postpone certain purchases indefinitely. The key question is: to which category do your customers belong? Recessionary times call for even more market research, to ascertain if, and how, your key target market is responding to the recession and to adapt your strategies accordingly.

Use a “sniper” approach to cost cutting. Once companies understand exactly how the recession is affecting their core customers, they are in the position to identify with precision the kinds of marketing investment that generate value and should be protected, and those that may be dispensed with. Indiscriminate cuts across the board can destroy value in the long term and should be avoided. To understand what marketing activities may be scaled down and which ones should be strengthened, it may be necessary to focus on the two or three things that truly matter to customers (for instance product features, service, availability, price, et al).

George Bush Jr. (the former US Prez, who else?!) and Rick Wagoner share many things in common. Both are men. Both married. Both Americans. Both Harvard MBAs. Both controlled the strongest entity in their fields (one ruled over the US Senate & the other, over the largest US automaker). Both elected in 2000. Both saw their best days in the first four years of their administration. Both reigned for eight years. Finally, 2009 saw both becoming history… And yes, before we forget, both can hold the Democrat Obama responsible for their ousting! But beyond the drama, there exists one stark difference between the two, and in the manner in which they played their final goodbye tunes. While Bush was ‘booth’ed out respectfully by Democrat Obama & his administration (as he’d run out of time), that very same Obama army, booted out Rick!

And it all happened on March 29, 2009, when Rick Wagoner (now former CEO & Chairman, GM), met up with officials from the US Senate. The Senate (under the Republican Bush administration) had previously given him a reason to raise a toast on New Year eve, showering upon him a most benevolent $18.88 billion on December 31, 2008. But matters got no better, and GM ended up burning dollars in public, reporting $52.8 billion in net losses for FY2008!

Back home in India, the situation seems better with Luxury Marketing Council of India’s (LMCI) extrapolation that the number of households with annual incomes of Rs.2 million and above, would touch an incredible 2.4 million by 2009. What’s better, the same body forecasted the already $444 million-strong Indian luxury market to grow at an expressway velocity of 30% per annum for the next few years! Wow! While the world is lamenting over luxurious fashion’s temporary hip-fracture, India seems to be breaking all track-and-field records. Alright, enough of talk about India shining here; let’s get back to stark reality here – as per LMCI, even in the Indian sub-continent, brands like Gucci, Mango, Zara, Hugo Boss, et al are running against the wide, having recorded a y-o-y fall of 10% in consolidated sales, for the first two months of 2009. (Oh! Whatever happened to those sparkling forecasts?). Sources in FICCI also confirm that there has been a decline of 25% in total sales of luxury goods (including automobiles), during Q4, 2008. And as the slowdown gathers momentum, even opulence-loving shoppers are bidding adieu to luxury malls. Of the two luxury malls that India can boast of – UB City (in Bangalore) and the other is Emporio (in Delhi), both malls, on an average, have seen a decline in footfalls by 30% during the Q1, 2009.

The story was slightly better on the power front as India signed the Indo-US nuclear deal last year, ensuring uninterrupted supply for uranium to generate civil nuclear energy. But it would take a long time for the first of such reactors to be imported and made operational.

Out of a total installed generation capacity of about 145,000 MW of electricity in the country, 70% comes from thermal fuel. While 20% is generated as hydro energy, nuclear energy contributes just 3%. The remaining capacities come from non-conventional energy sources such as solar, wind, biomass and tidal waves. However, government plans to add at least 40,000 MW from nuclear sources by 2020. Though the government planned a number of ultra mega power projects with a capacity of 4,000 MW, during the past five years, power transmission and distribution have not made much progress. Financial losses in the power sector are to the tune of Rs.300 billion per year and subsidy bills have been consistently rising. The Electricity Act, 2003, which set into motion the rapid development of the power sector, was also formulated during the NDA regime. Much of the action that followed, such as the National Electricity Policy, also predates UPA government.

To form a government that pleases one and all, Netanyahu must discard some of his rigid ideologies

If such a rightist government comes to power, there are chances of conflict escalating in the region. Besides, the new government shall be free to expand illegal colonies; collectively punish civilians and kids for rocket attacks. Netanyahu has voiced serious reservations while meeting foreign leaders on $2.8 billion of aid going into the Gaza Strip for reconstruction. (The US is also willing to invest $900 million in the enterprise). Israel believes that the money will be used by Hamas to rearm itself. Israel has promised firm action if there is more firing from Palestine. More such rhetoric is expected from this regime. .

The Likud party leader can form a narrow government with the help of Shas, Avigdor Lieberman''s Yisrael Beiteinu, United Torah Judaism and other extremist parties, including the National Union. But he knows that including such extremist factions would be a PR disaster, which could negatively impact Israel''s relations with the US and the world. Clearly, by sticking rigidly to his stance, Netanyahu is making his cause harder than ever. Much as he may hate it, he may have to put the issues close to his heart on the backburner. That would, in fact, be good for lasting peace in the region too

Brown, Chairman & CEO, AMC Entertainment (the second largest theatre chain in US), took charge of the company since 1990, and in these eighteen years, has managed affairs at the company well... But here’s the latest – Brown has quit.

Analysts argue that the prime reason for his exit is the ‘failed’ IPO which the company rolled out in 2006, with a huge investment of $789 million. After the occurence, he really could not win back confidence amongst shareholders. So who takes his place? Gerry Lopez, whose track records at Starbucks, Handleman, Frito-Lay, Pepsi-Cola and P&G speak volumes. But can he fill Brown’s shoes? Well, Brown did sound confident about it as he avered, “I leave the company confident that it is in the hands of a leader whose deep marketing & consumer background will take it to new heights.”

America’s economic position has gone over the years from the bad to the worst to now the ugly. And the profligacy of the financial pain has been promoted not just by the government but even by the populace of United States. Look at the ridiculous figures of, say, savings rate of households in the US. In 1981, while the gross US national savings rate was 21%, the same fell to 13.31% in 2004 and further to the lowest ever in history in 2008, 13.03%. In 2009, the same is estimated by IMF to reach a lower 12.20%! Compare this to say a country like India. In 1990, India’s savings rate was 23%, in 2004 it reached 27.6%, and in 2008, the same touched a mind numbing 40%. China has already touched 50% in this decade!!!

Is there a learning out here? “For too long, our budget has not told the whole truth about how precious tax dollars are spent,” Obama quoted while presenting the budget, “Large sums have been left off the books, including the true cost of fighting in Iraq and Afghanistan. And that kind of dishonest accounting is not how you run your family budgets at home. It’s not how your government should run its budgets either.” Obama, we hope your citizens got your irritation with them quite clearly...

B&E: By when do you think Shoppers Stop can become a Fortune 500 company? BSN: To be honest, we don’t think we can become one in another fifty years. Really we too ask ourselves the same question – can we actually become a Fortune 500 company? The DNA and culture of the company won’t allow us to grow so big. I met Howe and Ringwald after a tiring day, but I have to admit that as soon as they started telling me their story, it really made me smile. After a year of watching adults engage in devastating recklessness in the financial markets and depressing fecklessness in the global climate talks, it’s refreshing to know that the world keeps minting idealistic young people who are not waiting for governments to act, but are starting their own projects and driving innovation.

“Why did this tour happen?” asked Ringwald. “Why this mad, insane plan to travel across India in a caravan of solar electric cars and jatropha trucks with solar music, art, dance and a potent message for climate solutions? Well ... the world needs crazy ideas to change things, because the conventional way of thinking is not working anymore.”

As a result, any real changes affecting the status of Jerusalem, the Golan Heights or West Bank settlements are a long way off. Moreover, no deal can be made with the Hamas. But, since Hamas will not simply disappear – nor will Hezbollah – so the key point is to defend Israel and its citizens as they pursue their normal lives. This also means that at some point a big decision may have to be made on attacking Iran’s nuclear facilities. As a result of this national consensus – accepted by Labor, Likud, and Kadima, along with many others – the next government will most likely be a national unity government consisting of this trio. Its policy guidelines are already clear: To stress Israel’s willingness to make peace, its readiness to agree to the creation of a Palestinian state, and its refusal to bear responsibility for the continuing conflict and violence; to maintain deterrence and defend Israel and its citizens from cross-border attacks; to preserve the best possible relations with the United States, Europe, and other countries, as long as this does not involve risks to Israel’s national interests or its citizens.

The main differences between the leading Israeli parties are more atmospheric than real, mainly concerning how much to concede and how much to demand.

The most important decision that Israel’s new government is likely to face, when the time comes, is whether the country’s well being and even survival requires acting decisively against Iran’s nuclear facilities. Which path will be chosen is not clear, but it is far better that a broad coalition be responsible for making such a vital, even existential decision.

The last one among the world’s largest defence contractors that deserves to be in our inglorious list is Northrop Grumman. It is more famous for its designing, system integrating, and manufacturing of defence electronics and many other military and commercial weapons. Among various kinds of military products that the company produces are aircraft, aircraft carriers, military vessels, missile satellite systems, electronic censors and information systems. Northrop is one more truant company witnessing growth in employment and sales revenue. During 2007, there were about 122,600 people employed in the firm globally; by the end of 2008, the figure reached 1,33,570 – an 8.9% increase in employment in 2008 during the current global economic mess. And one doesn’t need to wonder about the reasons. Similarly, its sales revenue has also gone up from $30.11 billion in 2006 to $32 billion in 2007 and finally to $33.9 billion in 2008. Northrop is one of the firms filing the highest number of patents – in 2007 alone, the company filed over 8,511 patents. Northrop acquired companies like Integic Corporation in 2005, Essex Corporation in 2007 and 3001 International in 2008.

Assuming Varin gets the nod from Ratan Tata to succeed B. Muthuraman, the appointment would help Ratan Tata’s efforts to underline his group’s international credentials. Post Tata Steel’s acquisition of Corus in 2007, Varin has worked closely and effectively with B. Muthuraman, Managing Director of Tata Steel to successfully integrate Corus and Tata Steel. At the age of 56, Varin would not be a particularly youthful choice. However, Ratan Tata is more impressed with his ability than youth. Ratan Tata recently extended his own term that allows him to stay at the helm until he is 75. The diplomatic Varin has shown every sign of having enjoyed working for the Indian company, though he now has a struggle on his hands, as Corus pushes through a £350 million cost-saving plan that could involve large job cuts next year. The Board of Tata Steel has appointed Kirby Adams to succeed Philippe Varin as Chief Executive Officer of Corus and of Tata Steel Europe – the holding company of Tata Steel’s European operations. It is also learnt that the coveted post – at the helm of Tata Steel – will go to an insider. A senior Tata Group official said that Ratan Tata himself is in favour of successor being a ‘Tata Steel man’ rather than an outsider.

To put it in perspective, LG had decided that it would be asking customers to pay more (though not like the humourous take on American Airlines!) and was going to provide them products and services they would ‘genuinely like to buy’. When we asked LG Electronics India Pvt. Ltd. MD, Moon Bum Shin, whether he would like to rethink the premium positioning strategy in these times, he confidently asserted, “We would not like to pull back, our focus is premium positioning as we truly believe that LG is offering products, which cater to the premium customer, who is looking for smart technology & stylish design.” That seems quite transformational for a company that won its battles in India on the ‘mass positioning’ plank. How has it panned out since then? LG had set itself an ambitious Rs.110 billion target for 2008, which would have meant a y-o-y growth of 15.7%. Instead, it has touched 14% growth at Rs.107.5 billion. That is not indeed a great differentiator.

Modi’s latest bid to acquire 51% of Satyam Computers. Now that would be perfectly rational, barring the minor detail missed by these investors; that Modi has nothing to do with Spice Communications ever since he sold off his stake in the company to Aditya Birla owned Idea Cellular!

The Republicans continue to behave irresponsibly as America faces crisis after crisis

Here’s a bottom line to keep you up at night: The economy is falling faster than Washington can get moving. President Barack Obama says his stimulus plan will save or create 4 million jobs in two years. In the last four months of 2008 alone, employment fell by 1.9 million. Do the math. The new-home sales rate has fallen to its all-time low since record-keeping began in 1963. What are Americans still buying? Big Macs, Campbell’s soup, Hershey’s chocolate and Spam – the four food groups of the apocalypse. The crisis is at least as grave as the one that confronted us – and, for a time, united us – after 9/11.

Which is why the antics among Republicans on Capitol Hill seem so surreal. Where is their patriotism now that economic terror is inflicting far more harm on their constituents than Saddam’s nonexistent WMD? The House stimulus bill is an inevitably imperfect hodgepodge-in-progress. Obama’s next move, a new plan to prevent the collapse of America’s banks, may prove more problematic still, especially given the subpar record of the new Treasury Secretary, Timothy Geithner, in warding off calamity while at the New York Fed. You might think that a loyal opposition would want to pitch in and play a serious role.
